My friend placed a picture on my W2k laptop that displays
on startup and shutdown, how can I get rid of it? It is
not the desktop.

It is probably set in HKEY_USERS\.DEFAULT\Control Panel\Desktop

Turn OFF Active Desktop, Change Wallpaper to NONE, Apply, Turn ON Active
Desktop.
