Removing Picture from Startup/Shutdown

I would like to remove a (.jpg, .gif, .bmp?) that displays each time I
start/shutdown
Windows 2000. It flashes for a few seconds after the OS loads and before the
Desktop comes up and when it is shutting down. I've looked around Startup and
the registry, but I can't find the key that calls it. Any help would be
greatly appreciated!

Turn OFF the Active Desktop, Change Wallpaper to NONE, Apply, Turn ON the Active
Desktop.

Select the Wallpaper of your choice again.

You can toggle the Active Desktop ON and OFF as follows:
Right-click a blank area on the desktop, point to Active Desktop, and then click
Show Web Content to enable or disable this feature. A check mark next to the
text indicates that the Active Desktop is enabled.
