To disable it, right click My Computer, click Properties. Go to Advanced
Tab. Click "Startup and Recovery...". In "Write Debugging information" field
select "(none)". Press OK.

About "what is this", I think you shoul read the articles that Jimmy
Andersson has provided to you.
