Photosmart Express C3100 printer/scanner may be under (3180?)

After a service person worked on my compaq presario tower, the above printer
& scanner does not work. When I click on photo essential it says there is a
configuration error.

When I try to uninstall to reinstall I get told there is an internal error
unable to load or call external DLL. to contact vendor????

Does anyone know how to help me with this?
