photos in body of email

When I paste a photo into the body of an email, OL2003 sends the photos as
an attachments and the recipient sees boxes with a red "X" in the corner.
Question: How can I embed the photo into the body of the email so that the
recipient can view the photos when he opens the email?

When composing a new email, go up to 'Format' and select HTML. You can
then imbed a picture in the body by going up to 'Insert' and selecting
'Picture'.

Yes, the page is formatted in HTML, and I choose "paste" to insert the
photo. (I'll copy the photo from one displayed on my web site) And I make
sure that the photo source is web based.
Sometimes the result is having the photo appear in the body of the email,
and sometimes it winds up being an attachment. I want to figure out how to
be sure that the photo is viewable in the e-mail's body every time.
