You can do that with any program who can show pictures in full screen in
monitor, you just must have VGA card with TV out and enable twin view, clone
or whatever you have. In this way you'll se same picture on monitor and TV

i write photos to data cd
then play cd on dvd player

The CD has to be a specific format, like VCD. Most DVD players will
show VCD.
