Photo Story 3 Problem

I have been using Photo Story 3 for several months. I believe it is an
excellent program. I recently installed Norton Internet Security 6 on my
computer, an HP Pavillion 7975, and now every time I try to use Photo Story
3 I get the message 'A device attached to the system is not functioning'.
All of my other programs work as before so I suspect this problem is PS3
specific. Googling this problem produces a lot of comment on the
vbrun300.dll file being missing fromWindows/System. I have checked and it is
there but I have no way of knowing if it is corrupted. I would appreciate
any kind of help I can get with solving this problem.

Did you try disabling or uninstalling Norton
Security to see if the issue would clear up?

Might be worth a try uninstall/reinstall PhotoStory 3.

It may not be related, but the following article
indicates that a similar issue exists with Windows
Media Encoder for users of certain ATI video cards:
