No....you would have to prepare the frames
in a digital image editing program before
importing into PS3.

The way to get this effect is to use a photo editor to increase the size
of the "canvas", leaving a white (or other color) space below (or to the
side, or whatever) the picture.

Then insert your caption in the blank area, and use these "titled"
photos as the photos in Photo Story.
