Photo Editor Gone! Now how to set Transparent Colour?

Now that photo editor has been removed is there any tool that comes with
Vista that will set the Transparent colour for a gif image?

It absolutely does. That's another alternative I could have mentioned. I
have been installing Photo Editor from Office XP ever since it wasn't
available along with whatever Office is out, 2007 at the moment.
