Pixia is much more than a "photo" editing program. What exactly
did you want a "photo" editing program to do for you? Just 'red
eye"? Or more?

If you just want some basics such as resize and sharpen, then viewers
such as Irfanview might do.

If you ask me, although you aren't, I would tell one to buy Photoshop. To
heck with the pricetag. Thats what credit cards are for. hehe.

Are there any good photo editing programs around that anyone knows of?

I like PhotoPlus. It is a full featured editor and does layers. It
does not support GIF format.

The most recent version is payware but they have released the older
versions as freeware*. I wish more software companies would do that
and the fact that Serif chose to do that makes up for the fact that
they require a valid email address to register and unlock the
software. Registration also asks for name, address, and phone number
but of course those are not checked for validity.

Download is about 7 MB or they will mail it to you on CD for a nominal
fee to cover shipping and handling.
