Phone/Modem Options wont open

Got error report to do driver updates...buthe Phone and modem options wont
open with a message " .....problem with telephony service"

1.Uninstall the modem from add/remove programs
2.Delete modem from device manager
3.Restart computer and reinstall modeem drivers
 
I am trying to connect mi PC to the cell phone using him as a modem, the cell
phone is connected to the computer properly but the conection can not be
stablished because the pc does not revcognize the modem.
 
my computer work perfect with the cell phone together, but I can not stablish
an internet conection, I have tryed everything already and it all seems like
the pc is not compatible with the cell phone for this type of connection.
does anyone know a software i can use, to fix this problem? I got a PC
notebook HP windows XP and a Motorola v3i cell phone, who does connect to
other computer to internet exept mine.
