phone line won't disconnect when disconnecting from internet

When I am through using the internet and tell it to disconnect. It closes out of internet explorer or outlook express (which ever one I was in), but the phone line goes totally dead ( and stays that way - no dial tone or other sounds at all) and no one can call in or call out. The only way to totally disconnect is to unplug the internet cable from the wall phone plug. We have tried two different modems, so I know it's not that. Any Suggestions?

COULD YOU PLEASE HELP WITH ONGOING PROBLEM. WHEN I DISCONNECT FROM INTERNET ON THE COMPUTER IT STAYS CONNECTS UNTIL I TURN THE COMPUTER OFF AND PULL OUT THE CONNECTION FROM THE WALL
