Phone dialer is not working completely

Hi
When I try to connect using phone dialer, it rings up the phone I dial but I
can't hear any sound from other side. Please help.
Please also tell me what is an internet call.

Using a modem, the phone dialer does just that - it dials. You then pick up
your home phone to talk. Obviously you can't do this when you are on the
internet, unless you have a broadband connection or a second phone line.
