PHONE DIALER

When I dial a phone number using the phone dialer, it always (regardless of
the number dialed) returns

"Failed - the address is presently busy"

shortly after it says "Connected".

I'm using 56k modem and would love to get the phone dialer working. Any help
would be greatly appreciated.

Use a phone to dial a number, not a pc.
