Phone and Modems control panel won't open

Recently went on a trip with my laptop running XP Pro. When
I went to configure the dial-up settings, the Phone and
Modems control panel wouldn't open. Error message is "Phone
and Modem control pannel cannot be open. You may have a
problem starting telephony service."

Tried configuring dial-up several other ways (Internet
connection wizard, etc.) but every time I see an on-screen
option to configure dialup, that option is greyed out and
inaccessible.

Laptop is an IBM Thinkpad A31 (type 2652-D3U). Tried
installing latest modem driver from their website
(http://www-306.ibm.com/pc/support/site.wss/document.do?lndocid=MIGR-4ZFS2T),
but no luck even after restart.

Can anyone help? Any suggestions would be *greatly*
appreciated.

automatic (default is manual)

Fantastic -- thanks!!! Turning on the Telephony service did
the trick, so now the Phone and Modem panel works as it should.

Unfortunately there still seems to be a piece missing: when
trying to create a new dial-up connection (using either the
New Connection Wizard or doing it manually), the option to
specify a dial-up modem is always greyed out.

What service(s), other than Telephony, are required to
create a new dial-up connection? (The two dependencies
Telephony depends on, "Plug and Play" and "RPC", are both
running, while the two listed as depending on Telephony,
"Remote Access Auto Connection Manager" and "Remote Access
Connection Manager", are disabled.).

Thanks very much for any help or suggestions...

Never mind -- I figured it out. Looked at the services
dependent on Telephony as well as those on which it
depends, and made sure those were all started. Thanks again!
