VISTA phone and modem option.

I am setting up a dial up connection with vista ultimate to use a blackberry 8300 as a tethered modem. Every time I try to setup the dial up network, get a statement like windows can't detect modem. When go to control panel and try to open up phone and modem option to view if the modem is installed correctly pulls up an error "Phone and Modem control panel can not be opened. You may have a problem starting telephony service" This has been tried

  1. Click Start.
  2. Click Run.
    NOTE: If using Windows Vista skip to Step 4.
  3. Type services.msc and press enter.
  4. Scroll to and doulbe-click Telephony.
    NOTE: Changing the Startup Type of a service can be restricted by a security policy on the computer. If unable to change these settings please contact your internal IT department.
  5. Verify the Startup type is set to Manual.
    NOTE: Setting the service to Manual allows Communication Manager to start the Telephony service.
  6. Click OK.
  7. Repeat steps 5 thru 7 for Remote Access Connection Manager, and Remote Access Auto Connection Manager.
Even after this it's the same thing. Any idea or clues?
