Phone and modem control panel

Hi
I have a entry corrupted in my registry because I cannot open Phone and
modem control panel in XP.
ERROR: Phone and modem control panel can not be opened.
Does anyone know how to fix the registry keys for this?

Maybe your 'Telephony' service is disabled or misconfigured. Copy and paste these lines into Notepad and save them as a REG file:

Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\TapiSrv]
"Start"=dword:00000003

After that, simply double-click the REG file, click Yes, OK and restart the computer.
