philips cd writer and windows 2000pro

have attempted to install software for philips cd burner
and windows 2000 pro installs the window drivers only.
this would be fine if i could get the burn speed the cd
rom is rated for. i have installed and reinstalled
several times the philips software. I have installed and
removed the cd rom prior to installing the software in the
control panel add/remove hardware panel.
