Personal Settings lost.

My O/S is XP and I would like to know why is it that
every time I restart my computer I lose the Theme
settings which I have chosen?

I have followed the instructions to the letter but yet
lose the settings each time.

Any advice as to how I can save the settings so that they
remain after a restart.
