When I want to save a macro in my personal workbook a
windows prompts "personal Macro workbook at startup
should stay open".

How can I fix this problem ?

The personal.xls workbook is a special type of workbook: by default, it is
opened and hidden each time you launch XL. It is located in your XLStart
directory. What is it that you need fixed?
