Personal Folders Backup to work with Outlook 2003 sp1

I've tried everything but no matter what I've tried, I cannot get Personal
Folders Backup to work with Outlook 2003 sp1. The backup option does not
display in the file dropdown. I've reinstalled it, uninstalled it, fixed it,
installed it from an MSI, corrected it, ran repair on Outlook 2003 sp1, blew
away registry keys and started the whole process again. No luck. I'm
popping mail only.....and yes, I have Windows XP sp2 installed, but, I was
having the same issues prior to the Sp2 upgrade. I installed Office 2003
with sp1, so, I cannot roll that back. What's left?
