I installed the Outlook 2003 Personal Folders Backup tool but it doesn't show
backup in the file menu so I can't get to it to make/change it's settings
Check Outlook-About-Disabled Items.
If you find it , just enable.
Tools-options-other-advanced options-Comm Addins-Add-Select Outbak.dll
Then check again
