Personal folder "did not shut down properly"

I frequently get an error message that my personal folder has not shut down
properly (?). Odd, since I did not open the folder in the first place.

Then I have to wait while Outlook searches and fixes the problem, which it
never does. Then it asks if I want to open Outloook in a 'safe mode'. What
the?

Since this has started, I also have trouble retrieving my messages and have
to reboot the whole system.

Yes you did, the last time you used Outlook.

Does the same thing happen in safe mode? Hold Ctrl while you start Outlook.
