I'd imagine that this problem centers around the internet
options control panel applet. You might want to look
there, especially under the advanced options tab.

Hmm. Can you provide some more details about how you are
working with IE? Am I correct in the assumption that you
have two terminal servers, but only one of them have a
problem with persistant cookies?
