Permissions to the registry

We have 100 plus users on a workgroup running windows XP professional there user account is set as a "Limited User", but I've just noticed that they can still open the registry by typing regedit in the Run box. My question is how do I disable this, so they can't open the registry as a Limited user

Quick and dirty:
If you're using NTFS, you could set the security descriptor on regedit to
disallow them execute.

Neat and managable:
You could use software restriction policies.
