Permissions to change File Types settings?

Windows XP refuses to let me change the Folder Options. For example, I
click on the File Types tab, select Advanced, and uncheck the "Confirm open
after download" box. When I close and re-open the Advanced dialogue, the
check mark has returned. How can I get the options to stick?

I was only recently dual-booting into Vista, but I've wiped Vista off my
system, and I'm back to using XP exclusively. Could Vista have changed the
permissions? I'm logged in as Administrator.
 
Unfortunately, restarting the computer changes nothing. Even the "Apply"
button is grayed out after un-checking the box. Basically the XP is
ignoring my attempts to make any changes, so I figure it must be a
permissions issue.
