Permissions for .pst file transfers between old and new computer

I have taken delivery of a new computer (XP) and am trying to transfer all
myh Outlook stuff from the old one (NT2000). I am attempting to use the
Export/Import facility. I export all my Outloook stuff with no encryption
(last frame shown in the wizard) and the file creates. I burn the file to a
CD ROM and transfer it to the new computer. I start Outlook on the new
computer and go through the wizard for importing, taking my file as the one
on the CD ROM. I then get an error telling me that I need to set up a
profile first and then that I have no permissions to use the file selected.
What can I do?

Don't. ALL knowledgable advice in this group says "do NOT use the
import/export function when moving between instances of Outlook" as you run
the risk of losing data, distribution lists, etc etc.

That's because Outlook needs read/write access, which it hasn't got on a CD.
CD ROM = CD Read Only Memory.

Re-do the whole procedure.
On the old machine, with Outlook closed, find and copy the pst file to CD.
On the new machine, copy the pst file to your HDD. DO NOT overwrite any
existing pst file. Remove the Read-nly attribute if it is set.
Open Outlook. Do File-Open-Outlook Data File and navigate to where you
copied it to.
You then have two choices - copy all the data from the old file to the new,
or, if it's a lot of data, set the old file to be the default mil delivery
location, and just go on using it as before.
