Transferring data from one computer to another - permissions probl

I have a new computer and have tried exporting the data from the old Outlook
on an NT2000 computer to the new XP computer. I can create a non-encrypted
file OK, which I burn to CD ROM and transfer to the new computer. I try to
import this via the import wizard on Outlook and get told that I need to set
up permissions beforehand and that I am not permitted to access the file.
What has gone wrong? There appears to be no mechanism for setting
permissions.
