Permissions Change Bombing Backup

I have a shared users folder on a 2k server with a folder for each network
user in the users folder. I set the administrator to have full control on
all folders and the users to have full control on their respective folder.
However, when a user saves a file to their folder, the administrator user no
longer has control of that folder. This causes the backup to be unable to
backup the contents of that user's folder.

How can I setup the permissions so that the administrator will always have
full control of the folders and anything that is saved in them, but the
users still only being able to access their own folders?

To add to this, I cannot set the administrator to again have any control
over the folders until I change ownership to administrator.
