per-recipient send options

Hi. I am using outlook 2003 on my home computer. How do I use per-recipient
send options? After selecting a recipient in the To box, and then selecting
it, I click advanced, then send options. I get the error message,
"Per-recipient send options could not be set. The recipient has no options
specified." So where can/do I set these options? Thanks for any help.

I think you can only use those if you're attached to an Exchange Server.
