How in the world do I uninstall this annoying icon on my
IE browser?

I uninstalled People PC over a year ago and here it is
still.

I have called PPC on 3 different occassions and no one
can figure it out (of course).

From my searches with google, I have found that this may
be Spyware.

I have Stopzilla, called them and they cannot help me
remove it either.

I have Windows XP.

Also, could I uninstall IE and then re-install it?

I cannot find a link to this either, again with google,
which is usually so awesome.

HKey_Local_Machine/Software/Microsoft/Windows/CurrentVersion/Explorer/Browser
Helper Objects and remove the key named {3DE88907-3E38-11D4-BEB2-CBE76C0598DD}
restart...it removes the bar from people pc]
