PC won't restart

My PC hangs following a restart required by a new program install as well as
from Partition Magic when it does a 'restart' to make a partition change nor
will it 'restart' when I do the 'start/turnoff the computer/restart' drill.
By 'hangs' I mean that it will not start up again by just pushing the start
button, but requires me to turn off the computer by the external power switch
or by unplugging the PC for ten to twenty seconds. This solution eventually
works. I have XP Home, SP2, all updates, no viruses or spyware working. TIA
for suggestions. Dick

If thats the case then try unplugging the unit,remove the battery,locate on
the board the CMOS jumper pin,move the pin from 1-2 to 2-3 for 1.5 minutes,
then back to 1-2 position,replace battery,start computer.You'll have to
reset basic
BIOS settings upon restart,and adjust for any add-in cards+ date and time..

Thanks Andrew. I will give this a try. Am I correct in understanding that
there will be no power to the PC at anytime during the moving of the jumper
for the 1.5 minutes? This is a bit over my head, but could you help me
understand what we are doing so that I can learn something? Dick

Roving, there is no reason to reset your CMOS for this problem. It is
Andrew's stock answer and it rarely is applicable. It sounds like your
power supply is going. Swap it out for a known-working one and see if
that fixes the issue. If you are uncomfortable opening your computer
and/or doing hardware diagnosis, take the machine to a professional
computer repair shop (not your local equivalent of BigStoreUSA).

Many thanks Malke. I'm listening and thinking and really appreciate all of
the assistance from all of you. Actually, the "no restart" thing has been
going on for a long time, so I'm trying to narrow down my alternatives and
all of the information is very helpful. I've been inside the thing a number
of times and am not worried about that, and will put the power supply on my
lists of upgrades, and may move it to the top of the list. Dick

I'm not certain that I understand your question. I am looking for possible
solutions to my problem and your question doesn't help, but if you have
