PC Will Not Restart

I recently starting having a problem with using "Restart" on my PC.

When I click "Start", "Turn Off Computer", "Restart" the PC just turns off
and does not restart. If I press the on button the PC starts without any
problems. Restart always worked before -the only recent changes on this PC
were the last XP updates.

Any ideas?
