PC will not boot up, missing System 32 File

My son's PC will not boot up and the error message reads
<windows root> \system 32\hal.dll

What and how can I repair this? Please help.
 
The Error message reads:

Windows could not start because the following file is missing or corrupt:
<windows root>\system 32\hal.dll

How can I reinstall if PC wil not enter even the safe mode?

My computer (laptop) is doing the same thing
"Windows could not start because the following file is missing or corrupt:
<Windows root>\system32\hal.dll."... Did you ever get an answer as to how to
fix it? I have tried to repair it using my Windows XP disk but it doesn't
work. I would appreciate any help.

just take a bootable floppy from a ator then go to your boot
menu and isert the disk
then type >>Boot. Then Insert your Win Xp Disc Then Type >> Win Xp
Setup
Then Run The Setup In My Opinion When The Setup Will Run Format Your
Note Book And Then Put A Fresh Copy Of Windows........
