Windows XP Not Booting

Kia ora,

I am getting the following message coming up when I start up my computer:

Windows could not start becuase the following file is missing or corrupt:
<windows root>\system 32\hal.dll
Please re-install a copy of the above software.

What do I need to do? I have tried a reboot cd and that didn't work. Plese
help.
