XP Pro Won't Start!

Message on black screen:

Windows could not start because the following file is
missing or corrupted:
<Windows root>\System32\hal.dll
Please re-install a copy of the above file.

How can I re-install such a file when the XP Pro doesn't
even boot to Safe Mode? How can I acquire a copy of such a
file if it's missing or corrupted already?
