PC Recycles at start-up

Running Windows XP Home edition and added a network card to the machine.
Ever since when machine is starting, it gets to page where it says Windows XP
Home Edition and then restarts. If I let it sit, it recycles over and over
again. Removed the network card but problem persists. Have tried starting
in safe mode and last known good configuration, but problem persists. Any
help would be appreciated. Thanks

is your chip overheating? did you forgeet to plug its fan back in?
have you reset your default BIOS settings?

At this point your best bet is probably to do a Repair Install of your
Windows XP as per the instructions at
http://michaelstevenstech.com/XPrepairinstall.htm

A Repair Install will preserve your installed applications, user data
files, and configuration settings. Windows Updates will have to be
reinstalled.

When you get the machine running you can prevent a recurrence of the
reboot loop by opening Control Panel - System - Advanced. Click on
the Settings button in Startup and Recovery (bottom) section. In the
Startup and Recovery window click on the checkbox for "Automatically
restart" to clear it then click on Apply and OK as needed to exit.
