PC not recognizing power settings when connected to DSL

Can someone please help me? My IBM T40 with Windows XP
is not recognizing my power settings when I am connected
to DSL. In other words, even though I have set my power
settings to go into hibernate or standby after a certain
time period, my laptop will not do this and will stay
on. Is this normal and if not, how do I fix it please??
Help!

Who wants to try to find line 204? You could post a link to the
specific file, maybe? The site isn't a bad idea, but it's being
mis-used.
