PC hangs when shutdown, svchost.exe uses 90-99% cpu + other proble

OK, my pc has had many minor problems in the past and they all had reasonable
explanations and I could fix them with no problem. But, this time ts more
than 1 problem, and none of them are easy to fix (at least to me). The
problems are: Computer hangs during shutdown and NEVER comes out of it (this
usually happens only when i put the computer in standby/hibernate/screensaver
comes on/anything distracting the pc from the desktop thing), then
svchost.exe takes up 90~99%CPU power (usually when I get out of standby,
etc.) and takes up 150,000 KB of memory. And if i terminate it, it will make
my pc shutdown and ive already tried the shutdown /a command, which works but
screws up my programs, so i hav to reboot anyway and while i try to do that
my pc hangs the seond i press the shutdown button in the start menu. Plus, i
just got this one yesterday, when I type the window blinks and deletes
everything i write (which is why i am writing in notepad right now first then
copying it to the newsgroup). If i remember or notice any new problems ill
post them up. Now i should tell you what i have tried. I scanned my hard
disks (2 + a USB one that i dont turn on very often). Searched every word
that can describe these problems online. Downloaded the newest updates for my
computer. And deleted unneeded programs. Any questions? Ive had these
problems since i got this computer but they get worse and worse every day.
Any new info, and i will post it up.

You need to perform some troubleshooting steps to try and locate exactly where the problem is coming from.

Check the Event Viewer for possible information. Go to start/Run and type eventvwr and press OK. Click the Application menu item on the left and look for any "X" error messages that coincide with when you last saw this behavior. If any are found, double click the error entry to see the details, click the Copy Icon on the right side of the details dialog screen (looks like 2 pages of text) and paste the error details in a reply to this message. You only need to post the text starting with Event Type: and ending with the Description:. You can omit the Data section.

ie:

Event Type: Error
Event Source: <source>
Event Category: <category>
Event ID: <ID #>
Date: <date>
Time: <time>
User: <user name>
Computer: <computer name>
Description:
Hanging application <program>, <version>, <address>

Next:
Go to Start/Run and type msinfo32 and press OK. Click Components/ComponentsProblemDevices to check for possible hardware device problems. If anything is visible in this window, copy the information and post it in a reply.

Open Control Panel and double click the System icon. Click the Advanced tab, look in the Startup and Recovery section and press the Settings button. In the System Failure section, remove the check mark from the Automatically Restart option. Apply/OK.

This will allow any blue screen error messages to be displayed. If you do see a blue screen "STOP" error, always write down the first line of the message.

Correct, this error message simply suggests that there was a previous problem.

Was this the only error that was recorded in the event viewer?

With all of the many issues that you seem to be having, I would suggest running another complete system scan with the anti-virus program. If this doesn't reveal anything, you might want to consider doing a repair install of XP. See the following websites for the step by step procedure.
