pc guard from virgin media

for some unknown reason I keep getting the application has failed to start
because the clbr.dll was not found when I start the computer and when i click
the virgin media icon.I have reinstalled and uninstalled it a few times but
it made no difference.Can someone help me

According to a Google Groups search on the filename, it should be in
this folder. Does the folder exist? Is the file there?

C:\Program Files\ntl\ntl Netguard\ClBR.dll
