PC continuously restarts

Ever since that last automatic upgrade my PC continuously restarts. I tried
to get into safe mode but that doesn't work either. I am using xp service
pack 3. Is there some I can do to get into it?

I am able to select Safe Mode but it doesn't load as it continues to restart.
At one point I get the message "Load needed DLLs for Kernel"

Any ideas?
