Is there any way so that I can set up passwords to change settings (example
control panel) or restrict other accounts from getting to it?

Hi
There are many ways, Home Or Pro?
1. Group Policy,"PRO ONLY" not an easy option and would take abit of reading
up on unless you get a reply from someone who knows how to set them up
easily.
2. Next is a 3rd party program call XPSecurity Its free to try here
http://www.softpedia.com/get/Tweak/System-Tweak/XPSecurity.shtml
3. Local Security Policy "Restricted Options in Home" again takes a bit of
reading up on.
4. A fantastic utilty from Doug Knox
http://www.dougknox.com/xp/utils/xp_secconsole.zip and only $10.00
