Password dialog not appearing

Normally, the username/password dialog box opens when I select a web to
open. However, in the last few days the two separate webs have been
opening immediately, bypassing the dialog box. I have not done anything
different to the server, so I'm puzzled about this.

I went to Tools > Server > Permissions, and it did ask for my username
and password.

In the Administration Home > Server Health > Check server health, I
checked the Reapply file security settings checkbox for Repair and
clicked on OK. When I did that, a page appeared
(/_vti_bin/_vti_adm/fpadmcgi.exe) with HTML code. I don't believe
anything was executed.

Can anyone make sense of this? Are these problems related, or distinct?

Try asking your host to run the health check and check the site permissions
