Passowrd complexity LOCAL Account

Although we have complexity turned on for our default
domain policy I still want people to be able to create
local user accounts with passwords that do not follow the
complexity requirements. Is this possible? If I try to
creat a user called Test with a password of test it will
not work and get the following error:

Local Users and Groups

The following error occurred while attempting to create
the user Test on computer COMPUTER1.

The password does not meet the password policy
requirements. Check the minimum password length,
password complexity and password history requirements.

Place this computer account into an OU. Then, link a new GPO to the OU,
configuring the GPO's Account Policy like you want the local SAM to behave.
The processing order of GPOs is Site - Domain - OU. Here, the OU GPO will
take precedence.
