Local Users and Groups

I'm trying to add a new user on to the local machine by
logging in as administrator. This message occurs, "The
following error occurred while attempting to create the
user administrator on local computer. The password does
not meet the password policy requirements. Check the
minimum password length, password complexity and password
history requirements

I tried doing several things like disabling the policy,
password must meet complexity requirements, and I continue
to get the same error message. Is there something else I
may need to change in order to add a new user to the
machine?

Have you refreshed the policy on the local machine since you made that
change by using either SECEDIT, GPUPDATE or rebooting?
