partition DVD disk into 700MB CDR disks

How can 7 GB DVD partition into 700MB CDR? So that I still can play it in
DVD player, since I dont have DVD burner, but just CD burner. I think I need
a video compression software. I tried DIVX Codex (http://www.divx.com/) but
it doesnt provide encoding function.

any ideas? please help.
