Pages Running in Duplicate

I am using the Shared Borders feature in Frontpage 2002. When I publish my
web a duplicate copy of a page appears where the content should be. Is this
a formating problem or a linking problem?

Have you made sure that you have applied all the patches for FrontPage?
There was a service release for FP (I think it was FP 2002) that fixed a bug
that caused exactly this behavior.

Even after applying all of above, some users still experience the problem,
in which case having the host roll back to the FP2000 SE is the only fix
