I have created a document that takes about one-half page (portrait). It
contains a map, text boxes, and graphics.
I know how to split the page in half.
My question is - Is there anyway to copy the whole top half of the page to
the bottom, without having to copy and paste the map and graphics, and
re-create the text boxes?

Select the top half of the page and insert a bookmark. Then move the
cursor to the point below the existing material and insert a REF field
(or a cross-reference) pointing to the bookmark.

If you just want to print the assemblage twice on a sheet of paper, assuming
you have used "2 pages per sheet" in the Page Setup dialog (not in the Print
dialog) to subdivide the page, you can just tell Word to print pages 1, 1.

I figured out how to insert a bookmark, I think. But I don't know how to
"insert a REF field pointing to the bookmark.

To insert a bookmark, first select the material you want to repeat,
then go to Insert > Bookmark and enter a name (no spaces, no
punctuation other than an underscore). Click the Add button.

To insert the field, put the cursor where you want the repetition to
appear, then go to Insert > Field. In the list of field types, select
"Ref". In the center of the dialog there will be a list of the
bookmarks in the document. Select the one you just added, and click
OK.
 
Alternatively, insert a cross-reference using Insert | Reference |
Cross-reference, select "Bookmark" as the reference type and "Bookmark text"
under "Insert reference to."
