Page can't be displayed (Windows XP)

For some reason, I can't seem to connect to the Internet.
Everytime I try, I get the error message saying that the
page can't be displayed.

When I log on using a different account, I can access the
Internet without a problem.

I've checked the connections and they all seem to be in
order. I've run the Internet Connection Wizard but it
tells me that I'm already connected. It just seems odd
that one account can connect while the other can't. I've
even deleted and recreated my account, but the results
didn't change.

Any suggestions?

First eliminate any scumware.

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each needs to be updated with the program's update function
before every use, even when just downloaded. There's also a lot more to do
