Page cannot be displayed

After installing SP 4 I cannot connect to the internet or recieve mail. I
can connect to my ISP but no traffic passes in or out. I have disabled the
firewall. I am running win2000 SP4 on a P3 Dell .I have consulted the
microsoft knowledge base but have had no success.
Hope someone can steer me in the right direction.
John
 
If you use software to connect to your ISP, I would make
sure the software is compatible with SP4. If it is,
uninstall and reinstall it.
 
Thanks for replying, I have tried what you suggested to no avail, this
happened to previously in win98SE and the only way i resolved the problem
was to reinstall the OS ,which I do not want to do
